Overview

Citizens at the Centre of Governance

MUILG's Community Engagement and Support work recognises that capable institutions alone are not enough. Sustainable governance improvement requires engaged, informed communities that can participate actively and hold their leaders to account.

Working across the West Nile region and beyond, MUILG implements civic education programmes, supports participatory planning processes, builds social accountability mechanisms, and facilitates community forums that bring citizens and local government closer together.

Building civic literacy among citizens — their rights, roles, and responsibilities in governance — to create informed and active communities.

Participatory Governance

Supporting communities to engage meaningfully in local government planning, budgeting, and decision-making processes.

Social Accountability

Empowering communities with monitoring frameworks, scorecards, and advocacy tools to hold local leaders accountable.

Community–Government Linkage

Bridging communities and local government structures to improve responsiveness, service delivery, and mutual trust.

Policy Dialogues & Forums

Facilitating structured community forums, public dialogues, and participatory planning sessions at village, ward, and sub-county levels.
