The Dutch partner organisation VNG International has committed technical and financial support to MUILG's first three years of operation.
VNG International, the international cooperation arm of the Association of Netherlands Municipalities (VNG), signed a formal partnership agreement with Muni University on 23 March 2026, pledging sustained support to the Muni University Institute of Leadership and Governance (MUILG) for its first three years.
The partnership, formalised during MUILG's official launch ceremony, will see VNG International provide curriculum development expertise, faculty exchange opportunities, and co-financing for key programme activities. The collaboration draws on VNG International's decades of experience supporting decentralisation reforms and local government strengthening programmes across Africa, Asia, and Eastern Europe.
"VNG International believes that strong local governments are the backbone of democratic development," said the VNG delegation head at the signing. "MUILG has an exceptional opportunity to build a generation of leaders who govern with integrity, transparency, and responsiveness. We are proud to walk this journey together."
The three-year programme of cooperation will focus on four priority areas: aligning MUILG's curriculum with international benchmarks for public leadership training; establishing a practitioner-faculty model that brings active local government officials into the classroom; developing a governance research agenda that informs real policy decisions; and building MUILG's institutional systems for quality assurance and financial sustainability.
Muni University Vice Chancellor Prof. Aaron Obia welcomed the partnership as a testament to MUILG's potential. "West Nile has for too long been at the receiving end of development aid without a home-grown institution that analyses, adapts, and generates knowledge. MUILG changes that equation, and VNG International's support accelerates our journey."
The partnership also includes an annual governance learning exchange, during which selected MUILG faculty and programme alumni will travel to the Netherlands to observe municipal governance practices firsthand. The first exchange is expected in early 2027.
